The Township and AFSCME Local 3231-2 have come to an agreement upon said terms to be included in a successor collective negotiated agreement, the key terms of which have been reduced to written form and set forth in this Memorandum of Agreement.
TERM AND RENEWAL
The terms of the agreement shall be from January 1, 2025 through December 31, 2028.
All items listed in this agreement shall take effect on the date the MOA is ratified, unless otherwise noted.
ARTICLE IV
GRIEVANCE PROCEDURE
Modify all references of “days” to “calendar days” in all sections of Article.
ARTICLE VI
HEALTH INSURANCE
Delete Section A and replace it with the following:
A. Health Insurance:
Employees, spouses and children shall be covered by the Township’s health insurance plan and prescription plan. Employees agree to the benefits as set forth by the New Jersey State Health Benefits Program. Employees shall be required to contribute to his/her health benefits in accordance with the Tier IV rates set forth in Chapter 78, P.L. 2011. See Appendix A.
The waiver section was deleted and removed because by law it is not subject to negotiations and therefore should not be in the contract. See N.J.S.A. 40A:10-17.1.
B. Dental Insurance:
Employees, spouses and children shall have the option to be covered by the Township’s current dental plan. Employees will be required to make the appropriate contributions for the plan they elect.
C. Vision Insurance:
Employees, spouses and children shall have the option to be covered by the Township’s current vision plan. Employees will be required to make the appropriate contributions for the plan they elect.
Under Section D, remove sub-section #1:
3. Employees hired after May 1, 2006 shall not be eligible for the 2/3 intermediate benefits as outlined above in D.1.
Add the following language to Section F, Second Paragraph New Last Sentence:
All employees hired on or after January 1, 2025, shall not be afforded retiree survivor spouse benefits. All employees hired prior to January 1, 2025, are afforded retiree survivor spouse benefits for a maximum of two (2) years. All employees are afforded retiree-dependent benefits.
ARTICLE VII
SENIORITY
Modify the language in Section A:
A. For the purpose of this Agreement, seniority represents in the highest degree, the right to work, and by seniority the oldest man and/or woman in point of service, ability and fitness for the job being sufficient, and is the last laid off, proceeding so on down the line to the youngest in point of service.
ARTICLE IX
SICK LEAVE
Make the following revisions to the second paragraph in Section C:
C. All employees hired on or after 2018 shall only be afforded a total of thirteen (13) fourteen (14) sick days. Of these thirteen (13) fourteen (14) sick days, two (2) three (3) may be designated by the employee as personal days.
Add the following language at the end of Section F:
Furthermore, an employee on unpaid leave must make the appropriate health benefits contributions to maintain their insurance.
ARTICLE X
BEREAVEMENT LEAVE
Revise Section B:
B. One (1) Three (3) days bereavement leave shall be granted in the event of the death of a relative or spouse’s relative outside the immediate family as defined above (in Section A). Sick leave may be used if additional time is required. A relative outside the immediate family is defined as: aunt, uncle, niece, and nephew.
ARTICLE XI
HOLIDAYS
Strike the following language from Article:
Only swap “Lincoln’s Birthday” for the “Day after Christmas” off IF ALL the other unions agree.
Add the following language at the end of the Article:
Any employee working any amount of time for a snow emergency on the following holidays shall receive an additional 8-hour Floating Holiday:
- New Year’s Day (to be used in the current year earned)
- Thanksgiving Day (to be used by January 31st of the following year)
- Christmas Day (to be used by January 31st of the following year)
If the employee works any amount of time past their normal scheduled hours on Christmas Eve, he/she will earn a 4-hour Floating Holiday, to be used in the same year.
Floating Holidays do not get paid out and do not carry over into the new year (unless earned on a day indicated above).
ARTICLE XII
CLOTHING ALLOWANCE
Increase clothing allowance by $100 in 2026 and $100 in 2028.
Tool Allowance:
Increase tool allowance by $250 in 2025 and $50 in 2027. (For DPW Vehicle Maintenance Foreman only).
Effective January 1, 2025, the Buildings & Grounds Foreman shall receive a $550 yearly tool allowance, with an increase of $50 in 2027.
ARTICLE XIV
WORK SCHEDULES AND HOURS OF WORK AND OVERTIME
Add the following subsection 4 under Section A:
4. The regular workweek shall be Monday through Friday, five (5) consecutive days a week, eight (8) hours a day from 7am to 3:30pm.
Should the shift hours need to be temporarily or permanently adjusted by the Director and/or employee, written notice must be provided by the individual requesting the shift change at least one (1) week prior to the change, with final approval given by the Business Administrator.
Add the following subsections 3 and 4 under Section B:
3. All employees covered by this agreement are considered essential personnel, as defined by the New Jersey Office of Emergency Management. These essential employees will not be eligible for overtime pay for work performed during delayed openings or early closures of the Township. Additionally, essential employees under this agreement are expected to be on-call 24/7. To compensate for this on-call requirement, they will receive a one-time of $2,500 stipend, which will be added to their base salary, effective July 1, 2025 . This stipend is separate from the employee's base compensation but is essential for the effective performance of their contracted role.
4. As essential personnel that are on-call 24/7, employees under this agreement may be permitted to take a Township vehicle home. Essential personnel under this agreement shall not be required to pay for a vehicle fringe as long as they live in town. Those residing outside of Old Bridge will be required to pay for a vehicle fringe based on federal rates.
ARTICLE XVI
VACATION

Strike out language under Section A regarding vacation time for those hired after January 1, 2018. All employees of this union will receive the same vacation time (2 weeks after the first year, 3 weeks after 5 years, and 4 weeks after 10 years).
Revise Section F with the following:
All vacation time shall be prorated for payout upon resignation for all employees. An employee separated from the Township by layoff, death or resignation shall be entitled to receive a lump sum payment for prorated unused vacation time for the year of separation. Vacation time will not be prorated for payout upon retirement, as long as ninety (90) days’ notice of intent to retire is given.
ARTICLE XVII
WAGES
Update the salary guide to reflect the following percentage increases for the duration of this contract as follows, effective January 1, 2025:
2025 – 3%
2026 – 3%
2027 – 3%
2028 – 3%
See attached 2025-2028 salary guide, effective January 1, 2025 and 2025-2028 salary guide, effective July 1, 2025.
