Synopsis:
The Director of Unfair Practices declines to issue a complaint with respect to an unfair practice charge filed by an individual member of the negotiations unit who claimed that the union's exclusive access to certain bulletin boards and school communication facilities interfered with practiced rights under the Act. The Director notes a previous Commission decision upholding the validity of contractual provisions providing for such exclusive access to majority representatives and further finds, in conformance with National Labor Relations Board precedent that an individual member of a negotiations unit does not have a statutory protected right of access to such exclusive communications facilities.
