Synopsis:

The Director of Representation finds that the Winslow Township Paraprofessionals Organization has complied with the requirements of N.J.A.C. 19:11-1.6 to amend its Certification of Representative. The Director amends the Certification issued on October 3, 2001, to reflect that the Winslow Township Paraprofessionals Organization has affiliated with AFT, NJSFT, AFL-CIO.

    AMENDMENT OF CERTIFICATION
    OF REPRESENTATIVE

    On December 11, 2001, a Petition for Amendment of Certification was filed with the Public Employment Relations Commission (Commission) pursuant to N.J.A.C . 19:11-1.6 by the Winslow Township Paraprofessionals Organization (WTPO) seeking to amend its Certificiation of Representative to reflect its affiliation with American Federation of Teachers, NJSFT, AFL-CIO.

    I have conducted an investigation into the matters raised by this petition. N.J.A.C. 19:11-2.2.


    The initial Certification, issued by the Commission on October 3, 2001, certified the WTPO as the majority representative of a unit of all regularly employed paraprofessional employees of the Winslow Township Board of Education including those in the job classifications lunchroom/playground aide (LPA), ESA classrooms, ESA bus, breakfast aide, copy clerk and clerk typist.

    The WTPO president has submitted proof that a majority of the members, upon proper notification and by secret ballot, voted on November 15, 2001, to affiliate with AFT, NJSFT, AFL-CIO. The WTPO has also demonstrated that the composition of the negotiations unit will continue unchanged and that there has been a complete transfer of union officers and members of the unit.

    We have advised the Board of Education about the proposed amendment to the Certification and invited it to raise any concerns or objections with us by December 20, 2001. The Board of Education has raised no objection.

    Based upon the foregoing, I find that the WTPO has complied with the requirements to record its affiliation with the AFT, NJSFT, AFL-CIO, and in accordance with N.J.A.C . 19:11-2.6(b)(5), the Certification of Representative issued by the Commission on October 3, 2001 is amended to reflect that the WTPO is affiliated with AFT, NJSFT, AFL-CIO.
