Synopsis:
The Passaic Valley Education Association (Association) filed a representation petition based on authorization cards, seeking to add four guidance specialists to an existing unit of certificated employees. The Passaic Valley Regional High School District Board of Education (Board) did not raise an objection to including guidance specialists in the Association’s unit, but declined to sign a Stipulation of Unit unless the Association agreed that the terms and conditions of employment for guidance specialists would remain constant until July 1, 2018. The Association rejected the Board’s proposal. The Acting Director of Representation certified the petitioned-for unit and granted the Association’s request to add guidance specialists to the Association’s unit, finding a sufficient number of valid authorization cards to support inclusion and noting no valid objection was raised to the appropriateness of the unit.
