Synopsis:

The Director of Representation Proceedings amends a certification of representative to reflect the fact that the previously unaffiliated employee organization (Newark School Bus Attendants Association), has affiliated with the Service Employees International Union, Local 617. The membership of the Association voted to affiliate in a secret ballot election after due notice. There has been a complete transfer of officers and members of the unit.

NO. 77-12 STATE OF NEW JERSEY PUBLIC EMPLOYMENT RELATIONS COMMISSION BEFORE THE DIRECTOR OF REPRESENTATION In the Matter of NEWARK BOARD OF EDUCATION, Public Employer, -and- Docket No. AC-77-1 SERVICE EMPLOYEES INTERNATIONAL UNION, LOCAL 617, Petitioner. AMENDMENT OF CERTIFICATION OF REPRESENTATIVE On August 5, 1976, a Petition for Amendment of Certification (AC-77-1) was filed with the Public Employment Relations Commission by the Service Employees International Union, Local 617 ( A Local 617") seeking to amend a Certification of Representative as issued on June 23, 1971, to the Newark School Bus Attendants Association (the A Association @ ). The above referenced Certification designated the Association as the exclusive majority representative of the public employees in the negotiating unit described therein. Local 617 herein requests an amendment of the certification to reflect the affiliation of the certified representative with Local 617. The public employer has indicated that if the Commission has determined that the procedural requirements for an amendment of certification have been met, it does not oppose the amendment. Local 617 and the Association have demonstrated that the membership of the Association voted by secret ballot in an election conducted to decide whether the Association should affiliate with Local 617. Upon proper notification, an election was held on January 7, 1977 in which the membership of the Association voted to affiliate with the Service Employees International Union, Local 617. Local 617 has also demonstrated that there is a continuity of unit composition and that there has been a complete transfer of Association officers and members of the unit. In consideration of the entire record herein, including the above, and in accordance with current Commission practice, an amendment of certification is hereby directed.
