Synopsis:

The Director of Representation Proceedings amends a certification to reflect the fact that the previously unaffiliated employee organization (Union County Park, Field and Maintenance Independent Employees Association), which was certified on August 20, 1973 as the majority representative of the employees in a unit stipulated to be appropriate, has affiliated with the International Union of Electrical, Radio and Machine Workers, AFL-CIO-CLC. The membership of the Association voted to affiliate in a secret ballot election after due notice. There has been a complete transfer of officers and members of the unit.

AMENDMENT OF CERTIFICATION OF REPRESENTATIVE

An Amendment of Certification Petition (AC-77-2) was filed with the Public Employment Relations Commission (the A Commission @ ) on November 12, 1976, by the International Union of Electrical, Radio and Machine Workers, AFL-CIO - CLC (the A IUE @ ) to amend a Certification of Representative as issued by the Commission on August 20, 1973. The 1973 Certification certified the Union County Park, Field and Maintenance Independent Employees Association as the exclusive representative of the employees described therein. The IUE seeks to amend the Certification to reflect an affiliation of the certified representative with the IUE, the certified representative henceforth to the Union County Park, Field and Maintenance Employees, IUE-AFL-CIO-CLC.
The Public Employer has indicated that if the Commission is satisfied that the procedural requirements have been met and that the petition appropriately reflects the desires of the employees, it has no objection to the amendment.
The Petitioner and the certified representative have demonstrated that the membership of the certified representative voted to affiliate with the IUE in a secret ballot election and upon proper notification on September 21, 1976. They have also demonstrated there is a continuity of unit composition and that there has been a complete transfer of officers and members of the unit.
In consideration of the entire record, including the above, and in accordance with current Commission practice, an amendment of certification is hereby directed.
