Synopsis:

The Director of Representation amends a Certification of Representative to reflect that the Somerset County Bus Drivers Association has affiliated with the Communication Workers of America. The Director is satisfied that the organization has met the requirements for a certification amendment: having given proper advanced notice of the vote, an affiliation vote was conducted among unit members, a majority voted in favor of affiliation, and the continuity of the Association's officers and unit structure was maintained. The County took no position regarding the affiliation, and did not object to the proposed amendment.

    AMENDMENT OF CERTIFICATION
    OF REPRESENTATIVE

    On December 9, 1994, the Communications Workers of America, AFL-CIO, filed a Petition for Amendment of Certification with the Public Employment Relations Commission, pursuant to N.J.A.C . 19:11-1.6. CWA seeks to have a Certification of Representative issued by the Commission on October 4, 1990 amended to reflect that the Somerset County Bus Drivers' Association is affiliated with CWA. The Association is the certified majority representative of all mini-bus drivers employed by the Somerset County Transportation Department.

    The Association has demonstrated that its members, upon proper notification and by secret ballot, voted on November 2, 1994, to affiliate with CWA. The Association has also demonstrated that there has been a continuity of union officers since the affiliation and that the scope of the negotiations unit is unchanged. The County does not object to the proposed amendment of the certification; it takes no position as to the proposed amendment of certification.

    Therefore, in accordance with the Commission's Rules, the Certification of Representative is amended to reflect that the exclusive negotiations representative is now the Somerset County Bus Drivers' Association, affiliated with Communications Workers of America, AFL-CIO.
