    AMENDMENT OF CERTIFICATION
    OF REPRESENTATIVE

    On June 22, 1999, a Petition for Amendment of Certification was filed with the Public Employment Relations Commission (Commission) pursuant N.J.A.C . 19:11-1.6 by United Borough Employees Union, seeking to amend its Certification of Representative to reflect its affiliation with RWDSU Local 29, AFL-CIO.

    I have conducted an investigation into the matters raised by this petition. N.J.A.C. 19:11-2.2.

    The initial Certification, issued by the Commission on November 10, 1976, designated the New Milford Borough Employees Union as the majority representative of a unit of all white-collar employees employed by the Borough of New Milford.


    The Union has submitted proof that a majority of its members, upon proper notification and by secret ballot, voted on June 16, 1999, to affiliate with RWDSU Local 29. The Union has also demonstrated that the composition of the negotiations unit will continue unchanged and that there has been a complete transfer of union officers and members of the unit.

    We have advised the Borough about the proposed amendment to the Certification and invited it to raise any concerns or objections with us by July 12, 1999. After being granted an extension of time, the Borough has raised no objection.

    Based upon the foregoing, I find that the Union has complied with the requirements to record its affiliation with Local 29, and in accordance with N.J.A.C . 19:11-2.6(b)(5), the Certification of Representative issued by the Commission on November 10, 1976 is amended to reflect that the United Borough Employees Union is affiliated with RWDSU Local 29, AFL-CIO.
