GRIEVANCE ARBITRATION EXPERIENCE:
Has handled and written awards in more than 349 arbitrations on a wide variety of issues in the public and private sectors. Speaker on labor/management topics. I was the Corporate Manager of Field Labor Relations for the USPS. As an advocate, presented approximately 300 arbitrations. Issues handled as an arbitrator include multiple suspension and discharge cases and a variety of contractual issues to include arbitrability, bargaining unit work, deaf and hard of hearing, drug/alcohol, emergency placement, falsification, FMLA, failure to appear, financial transactions, fighting, holidays, job classification, job performance, job posting/bidding, jurisdictional disputes, last chance agreements, leave, management rights, medical fitness for duty, overtime, past practice, promotions, retirements, safety/health, seniority, sexual harassment, subcontracting, temporary work force, vacation, violence or threats, work hour schedules and assignments.
MEDIATION AND FACT-FINDING EXPERIENCE:
I have mediated numerous disputes for the United States Postal Service and also developed and implemented a mediation process for them. Received mediation certification from Federal Mediation and Conciliation Service.
INTEREST ARBITRATION EXPERIENCE:
As an advocate, I represented the Employer in interest arbitration cases in my early career. I have also arbitrated interest arbitration disputes between the USPS and NALC.

Panelist - PA State Troopers/PA State Corrections Officers on Grievance processing and case prep sponsored by AAA. Managed the overall field labor relations function for the USPS to include responsibility for Advocate training of over 600 labor relations professionals. Acted as one of the chief negotiators during contract bargaining with 4 national unions employing approximately 600,000 unionized workers. During career with USPS, also served as a Division Director of Human Resources. Adjunct Professor at LaSalle University for 8 years teaching collective bargaining, labor relations, and human resource management.

Per diem charged if hearing cancels less than 14 calendar days of scheduled date. Travel Time: When travel time exceeds 3 hours in a calendar day, I charge one-half of per diem fee.
