GRIEVANCE ARBITRATION EXPERIENCE:
EXPERIENCE: Full time Arbitrator since January 2011. Public and Private Sector Experience: Mutually selected in arbitrations involving police, fire, corrections officers, security guards, teachers school administrators, non-professional school employees; State and County professional and non-professional employees; professional and non-professional employees of State universities and County colleges; municipal civilian employees; board of social service employees; private sector hospital and manufacturing/production employees. ISSUES INCLUDE: Just cause for discipline, suspension, discharge; last chance agreements; contract interpretation issues including seniority placement, unit work issues, stipend payments, payment and salary placement issues, jurisdiction and timeliness issues, promotional eligibility, past practice, union leave time, preparation time, overtime and more.

MEDIATION AND FACT-FINDING EXPERIENCE:
MEDIATION: PERC Mediator (1998-2010): In addition to my duties as Director of Unfair Practices and Representation and earlier as a Hearing Examiner for PERC, I regularly mediated public sector impasses for the Commission including boards of education, county colleges, libraries, county and municipal employers, and civilian and uniformed, supervisory and non-supervisory and professional and non-professional employees. PERC Ad Hoc Mediator: Since January 2011 mediated cases involving board of education employees, teachers,administrators, custodians; Mediated cases involving police, municipal, county and county college employees.
FACT FINDING EXPERIENCE: PERC Fact Finder since January 2011 handling cases concerning school board and county employees.

Personally engaged in dispute mediation to settle cases. Delivered speeches and taught courses on the rights and obligations regarding New Jersey public sector labor law. Observed and evaluated employees. Conducted unfair practice and interim relief hearings and issued over 300 Director, Hearing Examiner and Interim Relief decisions/awards, many involving contract interpretation, arbitrability, discipline and discharge.
