GRIEVANCE ARBITRATION EXPERIENCE:
2012 to present: arbitrated discipline and contract interpretation disputes among unions and school districts, municipal law enforcement and corrections departments, fire departments, public works departments, nursing homes, and county authorities. Issues have included pay, overtime, health benefits, scheduling, just cause for discipline, retiree benefits, unit work, timeliness and jurisdiction. Employee groups included teachers, police, corrections officers, firefighters, security guards, administrative and teaching assistant, clerical, maintenance, custodial and groundskeepers.

MEDIATION AND FACT-FINDING EXPERIENCE:
Mediator on PERC's factfinding and mediation panel since 2013. Mediated salary and benefits disputes in cases involving county employees, municipal government departments, libraries and school districts. As staff attorney/hearing examiner at N.J. PERC for 25 years, mediated settlements in unfair practice, representation and negotiability disputes.

As a hearing examiner at N.J. PERC for 25 years, mediated, or heard and decided hundreds of unfair practice charges, representation and interim relief cases. Issues involved unit definition and determination, grievance processing, information access, good faith bargaining, discrimination for protected activity; issues involved contract interpretation, negotiability, timeliness, jurisdiction, deferral to arbitration, and summary judgment. Parties were New Jersey State, county, municipal, and school district employers and public sector labor unions and associations. Employee groups included teachers, police, corrections and sheriff's officers, firefighters, nurses, Turnpike employees, administrative, secretarial, custodial, maintenance workers, drivers, librarians and supervisors.
