Arbitrator and Mediator

GRIEVANCE ARBITRATION EXPERIENCE:
I have arbitrated more than three thousand cases in the private and public sectors, including interest and grievance arbitrations involving a wide range of issues. These issues and industries are described more fully in my resume. I also serve as a permanent arbitrator in many collective bargaining agreements, including between Rockland County,N.Y. and its employees, Westchester County, N.Y. and COBA; the Suffolk County N.Y. Police and the SCPBA; as well as for the New York City Transit Authority and ATU Local 726 and Transport Supervisors Organization, Local 106 TWU; AMTRAK and the Dispatchers; the Maryland Transportation Administration and various unions. These arbitrations arose from disputes involving discipline and the interpretation of collective bargaining agreements, various state laws and regulations and Federal statutes. I served for twenty-two years on the New Jersey Police and Fire Public Interest Arbitration Panel. I regularly conduct grievance mediation and pre-arbitration review between the State of New Jersey and its CWA represented employees; the Federal Aviation Administration and NATCA, which represents air traffic controllers; and Rutgers University and the AAUP. I serve on the ATT and CWA national arbitration panel and arbitrate widely in the health care industry in New Jersey, New York, and Pennsylvania. I have arbitrated extensively in cases involving elementary, secondary, and higher education, and serve on the New Jersey Teacher Tenure Arbitration Panel.

MEDIATION AND FACT-FINDING EXPERIENCE:
I have served as fact-finder in many school district contract disputes, have conducted state-wide fair share arbitrations in several states, and regularly conduct grievance mediation as described above. I served for twenty-two years on the New Jersey Police and Fire Public Interest Arbitration Panel, where many of the disputes are resolved at the mediation phase of the process.

I have served for many years as a salary arbitrator between Major League Baseball and MLB Players Association, and for the National Hockey League and NHL Players Association. In addition to serving on the Court of Arbitration for Sport, which adjudicate international sporting disputes, I serve on the U.S. Olympic Anti-Doping Panel.
