GRIEVANCE ARBITRATION EXPERIENCE:
Panel memberships include: American Arbitration Association, New Jersey Board of Mediation, NYC Office of Collective Bargaining, Delaware PERB and Port Authority of New York and New Jersey. Issues include arbitrability, contract interpretation, discipline and discharge, unit work, transfers, overtime, sick leave, holiday pay, interest, and tenure.
MEDIATION AND FACT-FINDING EXPERIENCE:
PERC staff Mediator (1989 to 2004); PERC Chief Mediator (2005-2007); PERC Director of Arbitration and Conciliation (2007-2010). Currently on impasse panels at NJPERC, PANYNJ, and Delaware PERB. Have served as mediator, fact-finder or conciliator in over 1200 negotiations impasses.
INTEREST ARBITRATION EXPERIENCE:
As PERC staff mediator issued awards in Dover and Hamilton Townships. As Director of Arbitration and Conciliation administered the interest docket and prepared and presented annual training for PERC's Special Panel of Interest Arbitrators.
