D.R. No. 79-38
Synopsis:
The Director of Representation, based upon an administrative investigation, dismisses a Petition seeking the representation of housing police superior officers and patrolmen in a single collective negotiations unit. The investigation revealed that these employees were historically represented in separate collective negotiations units. The Director reiterates Commission policy that superior officers, due to inherent conflict of interest, should not be included with rank and file police in collective negotiations units unless it is shown that there is an exceptional circumstance dictating a different result. The Petitioner failed to present facts which would show exceptional circumstances in the instant matter.
