AMENDMENT OF CERTIFICATION
OF REPRESENTATIVE
On January 31, 1992, the Essex County Unit Managers and Supervisors Association (ECUMSA) filed a Petition for Amendment of Certification with the Public Employment Relations Commission (Commission) pursuant to N.J.A.C . 19:11-1.6. ECUMSA seeks to amend its Certification of Representative to record its affiliation with the Office and Professional Employees International Union Local 32, AFL-CIO (OPEIU).
The Commission certified ECUMSA as the exclusive representative of all professional and non-professional supervisors employed by the County in the Department of Health & Rehabilitation 1/ on February 17, 1981. The Commission certified the addition of certain additional supervisory titles to the negotiations unit on May 30, 1991. See County of Essex, D.R. No. 91-28, 17 NJPER 256 ( & 22118 1991).
ECUMSA has demonstrated that its members, upon proper notification and by secret ballot, voted on December 20, 1991 to affiliate with OPEIU. UMSA has also demonstrated that there has been a continuity of union officers since the affiliation and that the size and scope of the negotiations unit are unchanged. The County has advised us that it does not object to the proposed amendment of the certification.
Therefore, in accordance with the Commission's Rules, the Certification of Representative is amended to reflect that the exclusive negotiations representative is now Essex County Unit Managers and Supervisors Association, affiliated with Office and Professional Employees International Union Local 32, AFL-CIO.
