Synopsis:

In an unfair practice case, the Chairman of the Commission, acting upon a request for interim relief filed by the Communications Workers of America and its affiliates, orders that the State of New Jersey pay salary increments which were due to employees in units represented by the CWA pursuant to a previously negotiated salary increment system as contained in a contract which expired June 30, 1981. In accordance with the decision of the Supreme Court in Galloway Tp. Bd. of Ed. v. Galloway Tp. Ed. Ass'n, 78 N.J. 25 (1978), and other Commission and Appellate Division decision, the Chairman finds that the failure to pay the increments constituted an alteration of the status quo and interim relief was necessary to prevent irreparable harm.
