GRIEVANCE ARBITRATION EXPERIENCE:
Mutually selected in many public sector and private sector grievance arbitrations involving police, firefighters, teachers, other education employees, municipal employees, county employees, college and university employees, health services employees, trucking employees and transportation employees. Issues included discharge, discipline, compensation, health benefits, overtime, seniority, leave disputes, arbitrability and various other contract interpretation matters.

MEDIATION AND FACT-FINDING EXPERIENCE:
NJ PERC Mediation Panel: Served as mediator in contract negotiations disputes involving teachers, administrators, other board of education employees, police, firefighters, municipal employees and county employees.
PERC Mediator (1975-1980): Regularly mediated contract negotiations impasses involving boards of education, county and municipal employers, colleges and libraries, education employees, uniformed employees, other civilian employees, supervisory and non-supervisory employees and professional and non-professional employees.
PERC Unfair Practice and Representation Dispute Mediation (1975-2011): As a member of the PERC staff, regularly mediated settlements in many hundreds of unfair practice cases, interim relief cases and representation disputes involving all types of public employers and employees.

Deputy Director, NJ PERC Unfair Practice and Representation Division (1985-1998); PERC Hearing Examiner (1979-1984, 1999-2011); PERC Staff Attorney (1975-1978); conducted hearings and issued decisions in numerous unfair practice, interim relief and representation cases, many involving issues of contract interpretation and arbitrability, discipline and discharge issues, health benefits and compensation issues, unilateral changes in terms and conditions and meeting-of-the-minds issues. Ruled on evidentiary issues and substantive and procedural motions. Cases included education, police and fire, DPW and other state, county and municipal employees. Conducted several grievance arbitration hearings and issued awards in certain grievance arbitration cases and LAP cases connected with related PERC matters. Mediated settlements in numerous unfair practice, interim relief, and representation cases and contract negotiations impasses. As Deputy Director, assisted in the administration of the UPR Division, assigned all unfair practice and representation cases and provided guidance to professional staff in processing those cases.

PER DIEM FEES:
GRIEVANCE ARBITRATION $$1,900 per day for hearing, study and preparation of the opinion and award.INTEREST ARBITRATION $Expenses: Arbitrator charges actual cost of reasonable expenses, including airfare, car rental,
food and lodging. Automobile mileage is charged at the applicable IRS expense rate.
CANCELLATION NOTICE AND FEE (if any): $1,900 if cancelled within 28 days of scheduled hearing date.
