GRIEVANCE ARBITRATION EXPERIENCE:
Over thirty years experience as an arbitrator in both the private and public sectors in both rights and interest arbitration matters. Serves on a wide-variety of permanent panels such as Commonwealth of PA & AFSCME; PA State Police & PSTA; Commonwealth of PA & PSCOA (Prisons); United Mine Workers & District 2, Reading Anthracite; United Mine Workers & Bituminous Coal Operator’s Assn, District 2; Social Security Administration & AFGE; U.S. Dept of Labor & AFGE, Local 12; NJ PERC, Special Disciplinary Panel; IAM & AW & Bayer CropScience Institute, WV Site, etc. Public sector cases include teachers, police, firefighters, corrections officers, clerical, school administrators, and a wide variety of public classifications. Private sector includes auto, coal, construction, manufacturing, mining, steel, stone and quarrying, restaurant, hospitality, hospital, other service industries, etc.

MEDIATION AND FACT-FINDING EXPERIENCE:
Serves as a PA Labor Relations Board arbitrator/fact-finder handling both professional and non-professional bargaining units in fact-finding with the Commonwealth of PA. Serves (or served) as a mediator for three separate agencies – (1) MD Commission on Human Relations (employment); (2) Delaware Division of Vocational Rehabilitation; and (3) Delaware Center for Community Justice (victim-offender).

INTEREST ARBITRATION EXPERIENCE:
Has been appointed by the PA Labor Relations Board, PA Bureau of Mediation, American Arbitration Association and various other agencies to serve as an interest arbitrator primarily for police and fire.

Serves on panels for AAA, NMB, FMCS, NJ PERC, NJ State Board of Mediation; NJ PERC (Special Disciplinary Panel); DE PERB; City of Baltimore & City Union of Baltimore; AFSCME & PASSHE State Committee; AFSCME & Commonwealth of PA State Committee, etc. Also, formerly served as HR Director and Labor Relations Specialist, Aberdeen Proving Ground, MD and as a former adjunct faculty member, in Personnel Management and Labor Relations, York College of Pennsylvania .
