Supervises five employees. Mediates complex and sensitive cases. Jurisdiction covers employees of all New Jersey public employers including the State of New Jersey, counties, municipalities, public universities and colleges, local school districts, charter schools, and autonomous agencies, authorities, boards, commissions and other public entities. Develops and conducts training programs for labor and management organizations as well as for labor relations neutrals.

Staff agent presiding over formal and informal dispute resolution proceedings for the Commission. Conducted formal administrative hearings and settlement conferences involving unfair practice charges, representation issues, and contested transfer cases. Architect of the Urban Enterprise Zone Development Plan. Responsible for implementation and operation of the Urban Enterprise Zone Program. Developed the A.B.C. Coalition, a public/private partnership for small business development. Constructed single family homes to advance home ownership opportunities for moderate income families. Assisted in negotiating and preparing redeveloper agreements for ocean-front and urban renewal sites. Project manager for construction of $300 million ocean-front redevelopment plan and $10 million urban renewal project. Acted as municipal hearing officer for cases involving building code violations and administered demolition grant. Managed municipal real estate and served on Municipal Dwelling Task Force.
